What the Strategic OS Is
JTR’s Strategic OS approach connects the rules for making decisions with the intelligence used to inform them and the operating responsibilities required to act.
In transportation, a recommendation is only one part of the work. Someone must assess the consequences, have authority to decide, coordinate the response and remain accountable for what follows.
The approach establishes distinct responsibilities for governance, intelligence and execution. Governed Logistics applies those responsibilities to transportation decisions and program operation.

Governed Intelligence: Evidence in Context
Governed Intelligence is intelligence that is interpreted, bounded, and applied within explicit authority, evidence, control, and accountability requirements.
It helps evaluate the available evidence and recommend action within those requirements. Decision-makers must understand the assumptions, limits and consequences before authorizing a response.
AI can support analysis and authorized work. Named people retain responsibility for consequential judgment and decisions.
